Hosting in Romania or Germany? Latency, GDPR and Price

Short answer: If your users are in Romania, host in Romania: the server is about ten times closer than one in Frankfurt, and the data stays in the country. Germany makes sense when your audience is spread across Europe, when you want a second data center for disaster recovery, or when the entry price is the only criterion. For GDPR, both options are inside the EU.

Latency: how far away Germany is

Light in optical fibre travels about 200,000 km per second, so every 1,000 km between user and server adds at least 10 ms to the round trip. Frankfurt is about 1,450 km from Bucharest in a straight line, and real routes are longer. From Bucharest, Brașov is 140 km away, Constanța 200 km, Cluj-Napoca and Iași 325 km and Timișoara 410 km. For a static website the difference is barely noticeable; for remote desktops, ERP, accounting software, busy online shops and databases used from the office, every millisecond counts. You can measure it yourself: run ping eu-bu-speedtest.omc.cloud (Bucharest) and ping eu-fr-speedtest.omc.cloud (Frankfurt) from your office.

GDPR and data residency

Romania and Germany are both in the EU, so hosting in either complies with GDPR's data transfer rules without international transfer mechanisms. The difference appears when a customer, a contract or an internal policy requires data to stay in Romania: then a Romanian data center meets the requirement directly. Romania's supervisory authority is ANSPDCP.

Price

The big budget providers in Germany usually have lower entry prices than Romanian providers, and many Romanian providers are in turn cheaper than providers with global coverage. The entry price is not the real cost, though: backup, Windows licenses, management, renewal prices and the time lost when the server is far from users all count. We collected the prices published in Romania in our guide How much does a VPS cost in Romania in 2026.

When to choose Romania and when Germany

  • Romania: your customers and staff are in Romania; you run remote desktops, ERP or software such as WinMentor, SAGA or Ciel; customers require data to stay in the country.
  • Germany: your audience is spread across Europe; you want a second location for disaster recovery; the lowest price is the absolute priority.
  • Both: production in Bucharest, replication to Frankfurt. A local incident does not stop the business, and Romanian users work on the nearby server.

Bucharest and Frankfurt with one provider

OMC Cloud has data centers in both Bucharest and Frankfurt, among its 25 data centers, with the same price in every location. Its disaster recovery service replicates in real time between locations, with an RTO of up to 30 minutes and near-zero RPO. Every client gets a dedicated Romanian-speaking account manager based in Romania, and existing Windows servers are migrated free of charge, as-is.
